Sehr verehrte Frau Bundeskanzlerin,
Sehr verehrter Herr Bundestagspräsident,
Sehr verehrte Frau Präsidentin,
gerne würden wir Ihre Aufmerksamkeit auf ein ernstes Thema lenken: Die Anwesenheit des thailändischen Königs und Staatschefs in Deutschland sowie deren Auswirkungen auf den Kampf für die Demokratie in Thailand.
König Maha Vajiralongkorn hält sich seit 2007 überwiegend in Bayern auf – zusammen mit seinen Frauen, seinen Dienern und Bodyguards. Dies trifft auch für den Zeitraum seit seiner Inthronisierung und Ernennung zum Staatschef und im Oktober 2016 zu.
Der König hat von diesem Zeitpunkt an das Militär genutzt, um die im Jahr 2014 demokratisch gewählte Regierung des Landes zu entmachten. Er hat die großen Vermögensbestände der Krone zu seinem privaten Vorteil genutzt, er hat die Verfassung geändert, um sich die direkte Kontrolle über die Regierungsinstitutionen zu verschaffen und er hat die Zahl der Truppen, die sich unter seinem persönlichen Kommando befinden, stark erhöht.
Seit dem Beginn der Covid-19 Pandemie flog der König – als Staatschef des Landes – viermal von München nach Bangkok (am 6. Februar, am 6. April, am 12. August und am 24. September). Jeder dieser Aufenthalte in Thailand dauerte weniger als 20 Stunden. Der völlige Mangel an Umweltbewusstsein, der sich auch in nahezu täglichen, lediglich der Unterhaltung dienenden Flügen über Deutschland und der Schweiz zeigt, ist dabei noch eines der kleineren Probleme. So sind die Boeings der thailändischen Luftwaffe auf dem Münchner Flughafen stationiert. Derzeit hält sich der König erneut in Thailand auf, wo es gerade zu massiven Protesten gegen die Junta kommt.
Das Militär unterdessen ist mehr daran interessiert, der Monarchie zu dienen als dem Volk. Die gesamte Junta zeigt damit leider das altbekannte und vom König vorgelebte Verhalten, das einzig und allein dazu dient, das Überleben der Autokratie zu sichern.
Dies zeigt sich auch daran, dass die hohen Kosten des Luxuslebens des Königs nicht durch dessen ohnehin übergroßes Vermögen aufgebracht werden, sondern durch die Besteuerung der verarmten Bevölkerung.
Es ist allgemein bekannt, dass der König die Ermordung von 16 Menschen – Mitgliedern seines eigenen Hofs sowie Dissidenten, die im Exil Sicherheit gesucht haben – gebilligt, wenn nicht gar befohlen hat. Seit der Thronbesteigung hat der König Furcht und Bestürzung in Thailand ausgelöst.
Im Mai 2020 begannen ACT4DEM und PixelHELPER ihre Zusammenarbeit, die vom Wissen um die kriminellen und entwürdigenden Machenschaften des Staatschefs getragen wird. Unser Ziel ist es, den König zu Rechenschaft zu ziehen.
Es geht uns zunächst darum, das entsprechende Bewusstsein in der deutschen und europäischen Öffentlichkeit zu schaffen. Ein Mittel hierzu sind Projektionen von Slogans auf Gebäude sowie Straßenkonzerte, die die Öffentlichkeit auf die Machenschaften und die Machtphantasien des Königs, der sich bevorzugt in Deutschland aufhält, hinweisen.
Trotz einer polizeilichen Demonstrationserlaubnis vor dem Grand Hotel Sonnenbichl in Garmisch-Partenkirchen (wo der König tagt) und vor der Villa des Königs in Tutzing, wurden die thailändischen und deutschen Teilnehmer der Demonstration vom Sicherheitspersonal des Königs belästigt. Es handelt es sich um unerwünschtes Folgen zu Fuß oder mit dem Auto, das Anfertigen von Fotographien und diverse Einschüchterungstaktiken.
Von Deutschland aus bemüht sich der König, die Opposition zu unterdrücken und mundtot zu machen – nicht nur hier in Deutschland, sondern überall. Er nutzt dazu jene schmutzigen Methoden, die die Menschen in Thailand bereits seit Jahrzehnten ertragen müssen. Die Begegnungen mit dem Sicherheitspersonal des Königs haben uns in unserer Absicht bestärkt, diese Machenschaften aufzudecken und so den Kampf für die Demokratie in Thailand ins Bewusstsein der Öffentlichkeit zu tragen.
Wir fühlen uns verpflichtet, Ihre Aufmerksamkeit auf diese Geschehnisse zu lenken, weil Deutschland dem König als Basis dient. Wird diesem Vorgehen nicht Einhalt geboten, so vergrößert sich das Bedrohungspotenzial der Junta – in Deutschland, in Europa und Asien, vor allem in Thailand, wo Millionen von Menschen leiden.
Wir setzen uns dafür ein, dass die kriminellen Praktiken und die Mafiamethoden des Königs nicht länger ignoriert, sondern ernstgenommen und verurteilt werden.
Im Namen all jener, die im Laufe der Jahrzehnte für die Demokratie in Thailand gelitten haben und gestorben sind, und aller, die jetzt und in Zukunft unter dem Regime leiden, fordern wir Sie dringend auf, einen substanziellen Wandel einzuleiten. Deutschland und die EU dürfen das Vorgehen des Königs nicht länger hinnehmen, sondern müssen angesichts des weitreichenden Machtmissbrauchs sowie der massiven Verletzung von Menschenrechten endlich handeln!

พวกเราขอดึงความสนใจของท่านมาสู่ปัญหาและคำถามที่น่าเป็นห่วงยิ่ง ต่อการพำนักอาศัยอยู่ที่รัฐ บาวาเรียของประมุขของประเทศไทย และในด้านที่เรื่องนี้สัมพันธ์กับเรื่องการต่อสู้เพื่อประชาธิปไตย ในประเทศไทยอย่างไรบ้าง
กษัตริย์มหาวชิราลงกรณ์เป็นผู้อยู่อาศัยถาวรที่รัฐบาวาเรียตั้งแต่ปี 2550 และยังคงใช้เวลาเกือบ ทั้งหมดของเขาในประเทศเยอรมนี ท่ามกลางเหล่าผู้หญิงของเขา พร้อมข้ารับใช้ และผู้รักษาความ ปลอดภัย แม้ว่าจะขึ้นสู่ราชบัลลังก์เมื่อเดือนตุลาคม 2559 แล้วก็ตาม
นับตั้งแต่ขึ้นครองราชย์ กษัตริย์ได้แสวงประโยชน์สูงสุดจากเผด็จการทหาร ที่ยึดอำนาจการปกครอง ประเทศไทยจากรัฐบาลที่ประชาชนเลือก เมื่อปี 2557 กษัตริย์ได้ยึดทรัพย์สินมูลค่ามหาศาลของ สำนักทรัพย์สินส่วนพระมหากษัตริย์มาเป็นของตัวเอง ได้เปลี่ยนแปลงรัฐธรรมนูญเพื่อให้อำนาจตัว เองกำกับทุกภาคส่วนของหน่วยงานราชสำนัก ได้เพิ่มจำนวนทหารรักษาพระองค์จำนวนมากให้เข้า มาอยู่ภายใต้การบังคับบัญชาของตัวกษัตริย์เอง และได้แทรกแซงในการบริหารบ้านเมืองของ รัฐบาลในหลายด้าน
นับตั้งแต่เริ่มต้นของการกักกันตัวเพราะการระบาดของโควิด-19 ประมุขของประเทศไทย ได้บินกลับ ประเทศไทย 4 ครั้ง (6 กพ., 6 เมย., 12 สค. และ 24 กย.) ใช้เวลาในแต่ละครั้งแค่ประมาณ 20 ชั่วโมงในประเทศไทย และโดยไม่ใยดีต่อเรื่องสิ่งแวดล้อมแม้แต่นิดเดียว กษัตริย์ยังได้บินเพื่อความ เพลิดเพลินสำราญใจ เหนือน่านฟ้าเยอรมนีและสวิสเซอร์แลนด์เกือบจะทุกวัน ด้วยเครื่องบินโบอิ้ง สองลำของกองทัพอากาศไทยที่จอดที่สนามบินมิวนิค และนี่คือการทำงานของประมุขของ ประเทศไทย (หมายเหตุ: ในระหว่างการเขียนจดหมายนี้ กษัตริย์อยู่ในประเทศไทย และได้ เผชิญกับความคลั่งโกรธของประชาชน!)
ด้วยการประสานร่วมมือกับกษัตริย์อย่างเป็นเนื้อเดียวกัน วัตถุประสงค์ของรัฐบาลทหารที่กรุงเทพ คือการรับใช้สถาบันกษัตริย์ไม่ใช่รับใช้ประชาชน การใช้จ่ายอย่างสุรุ่ยสุร่ายของกษัตริย์มาจากภาษี ของคนยากคนจน ยุทธศาสตร์และยุทธวิธีต่างๆ ถูกนำมาใช้เพื่อการดำรงอยู่ของระบอบราชาธิปไตย เป็นวิถีปฏิบัติที่เห็นได้ชัดเจนมากยิ่งขึ้นเรื่อยๆ ว่าเป็นพฤติกรรมของกษัตริย์ผู้นี้
กษัตริย์มหาวชิราลงกรณ์เป็นที่รับรู้ในวงกว้างว่าถ้าไม่ใช่ผู้สั่งการโดยตรงก็เป็นผู้ที่อนุญาตให้มีการ สังหารผู้รับใช้ใกล้ชิดและผู้ประท้วงกษัตริย์ที่แสวงหาความปลอดภัยในประเทศอื่นรวมกันถึง 16 คน
นับตั้งแต่ขึ้นครองราชย์ อำนาจของกษัตริย์ที่มอบให้ตัวเอง และเรื่องราวของการกระทำต่างๆ ของ กษัตริย์ผู้นี้ ได้แผ่ความกลัวไปยังผู้คนทั่วประเทศไทย
ด้วยความเข้าใจดีถึงวิถีอาชญากรรม ความป่าเถื่อนและการดูหมิ่นเหยียดหยามประชาชนไทยของ ประมุขของประเทศเช่นนี้ ในเดือนพฤษภาคม 2563 ACT4DEM จึงได้ร่วมมือกับองค์กร Pixel- HELPER ที่เยอรมนี เพื่อรณรงค์ส่งตัวกษัตริย์ไทยไปเข้าสู่กระบวนการยุติธรรม
พวกเราทำการประท้วงด้วยการฉายแสง และการประท้วงบนท้องถนน พวกเรามีเป้าหมายที่จะปลุก ให้สาธารณชนเยอรมันตระหนักถึงความสำคัญทางการเมือง ทั้งความหมายและอันตรายที่เกิดขึ้น จากการอนุญาตให้ประมุขของประเทศไทย สามารถฝันเฟื่องถึงการใช้อำนาจของเขา – ในฐานะ พลเมืองถาวรของประเทศเยอรมนี
ด้วยการอนุญาตจากตำรวจให้พวกเราประท้วงที่หน้าโรงแรมที่พัก เดอะแกรนด์ซอนเนนบิเค่ (the Grand Hotel Sonnenbichl) ณ เมือง การ์มิช-พาเทนคีร์เชน(Garmisch-Partenkirchen) ที่อยู่ของ ราชสำนักของเขา และที่วิลล่าของกษัตริย์ที่ทุชชิง (Tutzing) ระหว่างวันที่ 19-25 กันยายน ผู้ร่วม ประท้วงทั้งชาวไทยและชาวเยอรมันต่างก็ถูกคุกคามโดยผู้รักษาความปลอดภัยของกษัตริย์ พวกเขา ตามผู้ประท้วงไปทุกที่ ทั้งใช้รถขับตาม ทั้งถ่ายภาพผู้ประท้วง และรวมทั้งไปยืนเฝ้าหน้าที่พักของพวก เรา เราได้รายงานพฤติกรรมเหล่านี้ไปยังตำรวจ แต่พวกเขาก็ปฏิเสธที่จะรับแจ้งความเป็นทางการ รับเรื่องอย่างไม่จริงจัง และทำให้พวกเรารู้ว่าเรื่องนี้เป็น “วิถีปกติ” ที่คนของกษัตริย์ทำกันที่นั่น
การใช้ประเทศเยอรมนีเป็นฐานปฏิบัติการ กษัตริย์ของประเทศไทยมีความพยายามที่จะทำให้ผู้ ประท้วงเขาในทุกที่ต้องหุบปาก ด้วยวิธีการแบบเดียวกันกับที่ทำให้ประชาชนทุกคนในประเทศไทย ต้องอยู่ในความทุกข์ทรมานมาหลายทศวรรษ แม้แต่ในประเทศเยอรมนี คนไทยที่พำนักอาศัยอยู่ที่นี่ ก็ยังอยู่ในความหวาดกลัวต่อราชสำนัก ประสบการณ์ที่พวกเราได้เผชิญหน้ากับวิถีการคุกคามของ หน่วยรักษาความปลอดภัยของกษัตริย์ ยิ่งตอกย้ำว่า ทำไมพวกเราถึงได้พยายามทำให้ประชาสังคม ที่ประเทศเยอรมนีและในประเทศในกลุ่มสหภาพยุโรป ต้องตระหนักถึงการต่อสู้เพื่อประชาธิปไตยใน ประเทศไทย
มันเป็นภาระกิจของพวกเราที่จะต้องนำเสนอปรากฎการณ์การพำนักอาศัยในเยอรมนีของประมุขของ ประเทศไทยมาร้องเรียนต่อท่านทั้งหลาย การปล่อยให้วิถีปฏิบัติแบบนี้นี้ดำเนินต่อไปได้ จะส่งผล ประการเดียว คือ มันไม่ได้เพียงแต่จะส่งผลให้วิถีแห่งการคุกคามประชาชนโดยราชสำนักไทย กระทำได้อย่างรุนแรงเพิ่มมากขึ้นเท่านั้น แต่ยังส่งผลแห่งการคุกคามไปยังผู้ที่ลุกขึ้นประท้วงความอ ยุติธรรมทั่วทั้งอาเซียนและในทุกแห่งหน
พร้อมกับจดหมายฉบับนี้ พวกเราขอเรียกร้องว่าวิถีอาชญากรรมและวิถีมาเฟียของกษัตริย์ไทย เป็น เรื่องที่จะต้องมีการคิดหาหนทางเพื่อแก้ไขปัญหานี้อย่างจริงจังที่สุด
ในนามของทุกคนที่ต้องเจ็บปวดและเสียชีวิตตลอดหลายทศวรรษแห่งการต่อสู้เพื่อประชาธิปไตย และเพื่อผู้ที่อาจจะต้องเผชิญกับความเจ็บปวดสูญเสียในอนาคต ถ้ายังไม่มีการดำเนินมาตรการใดๆ ที่เหมาะสม เพื่อป้องกันอันตรายที่จะเกิดขึ้น เราขอเรียกร้องให้รัฐบาลเยอรมนี และสหภาพยุโรป หยุดประนีประนอมกับวิถีประมุขของประเทศไทย ที่พำนักอาศัยอยู่ที่รัฐบาวาเรีย และขอให้มีการเริ่ม ต้นอย่างเป็นรูปธรรมร่วมกัน เพื่อดำเนินมาตรการป้องปราม ด้วยการนำกฎหมายของประเทศ เยอรมนีและของกลุ่มสหภาพยุโรป มาบังคับใช้ต่อพฤติกรรมที่โหดร้ายป่าเถื่อน ที่ใช้ความเป็นอภิ สิทธิชนมาละเมิดสิทธิมนุษชนในวงกว้างของกษัตริย์ไทย

We wish to draw your attention to serious issues and questions regarding the residence of Thailand’s Head of State in Bavaria and how this relates to the struggle for democracy in Thailand.
King Maha Vajiralongkorn has been a permanent resident of Bavaria since 2007 and has continued to spend most of his time in Germany, with his women, servants and body-guards, even after ascending the throne in October 2016 and becoming Head of State.
Since ascending the throne the King has taken nothing less than full-advantage of the military junta that took power from Thailand’s elected government in 2014. The King has levered the huge wealth of the Crown Property Bureau into his personal use, changed the Constitution to give him direct, personal control of all units of government serving the monarchy, greatly increased the number of military units under his direct command, and interfered in the functions of government in many other ways.
From the start of the Covid-19 lockdown Thailand’s Head of State flew four times from Munich to Bangkok (February 6, April 6, August 12 and September 24) spending less than 20 hours in Thailand on each occasion, yet with zero concern for the environment, the King flies for pleasure above Germany and Switzerland on an almost daily basis with, for instance, the Thai air force Boeings parked at Munich Airport. (Note: At time of writing the King is presently in Thailand – experiencing the wrath of the people!)
Hand in glove with the King, the primary purpose of the military government in Bangkok is to serve the monarchy, not the people. Despite his horrendous personal wealth, a high proportion of the vast cost of the King’s extravagance continues to be paid through taxation of the poor. The strategy and tactics being used by the Thai junta to ensure the survival of Thailand’s royal autocracy are depressingly familiar and fully exhibited by the behaviour of this king.
King Maha Vajiralongkorn is widely known to have sanctioned if not ordered the assassination of at least 16 people – members of his own court and dissidents who have sought safety in exile. Since ascending the throne, the powers that this King has granted to himself and the evidence of his actions have spread fear across Thailand.
With clear understanding that the behaviour of Thailand’s Head of State is cruel and criminal and insulting of Thai people, in May 2020 ACT4DEM began cooperation with PixelHELPER in Germany to bring the Thai King to justice.
With light projections and street concerts as our means of campaigning, we have attempted to awaken the German public to the political significance, meaning and dangers of allowing the Thai Head of State to indulge his power fantasies – as a permanent resident of Germany.
With permission from the police to protest in front of the Grand Hotel Sonnenbichl in Garmisch-Partenkirchen (where the King holds court) and the King’s villa in Tutzing between 19-25 September, both Thai and German participants were harassed by the King’s henchmen. They followed the participants everywhere, tailing their car, taking photos and keeping watch outside their lodgings. We reported this to the police, but they refused to register a formal complaint, treating our report very lightly, letting us know that this was the ‘normal practice’ of the King’s men.
Using Germany as his base of operations, the Thai King is actively attempting to suppress and silence opponents everywhere, with the same ugly methods that all people in Thailand have had to suffer for decades. Even in Germany Thai residents are feeling the royal fear factor. Our recent experience with the King’s henchmen in Germany only emphasises the reasons why we are working to raise public awareness in Germany and the EU of the struggle for democracy in Thailand.
We feel obliged to bring the phenomenon of the Thai Head of State’s residency in Germany to your attention and we must. Allowing this practice to continue can have only one consequence: it would not only raise the degree of threat that the monarchy poses to the lives of millions of people in Thailand, but for all who stand for justice across the ASEAN and everywhere.
With this letter we request that the criminal practice and mafia-like behaviour of the Thai King be taken completely seriously.
On behalf of all who have suffered and died through the long decades of struggle for democracy in Thailand, and of all who would suffer in the future if preventive and protective action is not now taken, we urge most respectfully that the German Government stop compromising with the presence of the Thai Head of State resident in Bavaria and initiate substantial, corrective and preventive action by applying German and EU law to the King’s horrific, wide-ranging, criminal abuse of privilege and human rights.
