คำประกาศเบอร์ลิน เพื่อราษฎรไทยในทุกหนแห่ง
ราษฎรทั้งหลาย
เมื่อวันที่ 24 มิถุนายน 2475 คณะราษฎร ได้ประกาศการสิ้นสุดของระบอบสมบูรณาญาสิทธิราชย์ของสยาม และการสิ้นสุดของ 150 ภายใต้การปกครองจากราชวงศ์จักรี แต่หลักการที่ประกาศโดยคณะราษฎรทั้ง 6 ข้อนั้น ยังคงรอคอยการนำไปปฏิบัติตาม ได้แก่:
1. จะต้องรักษาความเป็นเอกราชทั้งหลาย เช่น เอกราชในทางการเมือง ในทางศาล ในทางเศรษฐกิจ ฯลฯ ของประเทศไว้ให้มั่นคง
2. จะต้องรักษาความปลอดภัยภายในประเทศ ให้การประทุษร้ายต่อกันลดน้อยลงให้มาก
3. จะต้องบำรุงความสุขสมบูรณ์ของราษฎรในทางเศรษฐกิจ โดยรัฐบาลใหม่จะจัดหางานให้ราษฎรทุกคนทำ จะวางโครงการเศรษฐกิจแห่งชาติ ไม่ปล่อยให้ราษฎรอดอยาก
4. จะต้องให้ราษฎรมีสิทธิเสมอภาคกัน (ไม่ใช่ให้พวกเจ้ามีสิทธิยิ่งกว่าราษฎรเช่นที่เป็นอยู่)
5. จะต้องให้ราษฎรได้มีเสรีภาพ มีความเป็นอิสระ เมื่อเสรีภาพนี้ไม่ขัดต่อหลัก ๔ ประการดังกล่าวข้างต้น
6. จะต้องให้การศึกษาอย่างเต็มที่แก่ราษฎร
รัฐธรรมนูญฉบับแรกของสยาม (มิถุนายน – ธันวาคม 2475) ระบุว่า “อำนาจสูงสุดเป็นของราษฎรทั้งหลาย”
กษัตริย์ประชาธิปกผู้ไม่นิยมชมชอบหลักการประชาธิปไตยแห่ง “เสรีภาพ เสมอภาค ความเท่าเทียม” ได้ทำการสนับสนุนขบวนการคืนอำนาจสมบูรณาญาสิทธิราชย์ในแทบจะทันทีที่ถูกโค่น
ในปี 2493 กษัตริย์ภูมิพลปฏิญญาว่า “เราจะครองแผ่นดินโดยธรรมเพื่อประโยชน์สุขแห่งมหาชนชาวสยาม” และในปี 2562 วชิราลงกรณ์ผู้ลูก ก็ปฏิญญาเช่นเดียวกับผู้พ่อ แต่ตลอดระยะเวลา 89 ปี โดยเฉพาะในช่วงสี่ปีที่ผ่านมา ประชาชนชาวไทยมีบทพิสูจน์มากพอที่จะยืนยันได้ว่า กษัตริย์ไทยไม่มีความจริงใจในการรับรองหลักการแห่งปฏิญาสากลว่าด้วยสิทธิมนุษยชน ที่ราชอาณาจักรไทย (ให้สัตยาบันตั้งแต่ในปี 10 ธันวาคม 2491) และไม่พยายามอย่างจริงใจในการปฏิบัติหน้าที่ประมุขภายใต้รัฐธรรมนูญและหลักการประชาธิปไตย
ประชาชนชาวไทยต่างก็อยู่ด้วยความอดสูและคับแค้น เมื่อได้รับรู้มากขึ้นเรื่อยๆว่า วชิราลงกรณ์คิดว่าตนเองนั้นอยู่เหนือหลักนิติรัฐนิติธรรม อยู่เหนือหลักการแห่งสิทธิมนุษยชน และอยู่เหนือความอยู่ดีมีสุขของประชาชน ประชาชนต่างก็พากันสะอิดสะเอียนที่กษัตริย์ผู้เห็นแก่ตัวและละโมภโลภมาก ใช้ตำแหน่งอันสูงส่งไปกับรวมศูนย์อำนาจและสะสมความมั่งคั่งอย่างโหดร้าย
เป็นเวลานานเกินพอแล้ว ที่ราชวงศ์จักรีทำตัวเป็นผู้เล่นสำคัญในการปิดกั้นหนทางสู่ประชาธิปไตยที่แท้จริง แท้จริงนั้นก็เพราะว่า การจัดระบบสวัสดิการถ้วนหน้าจะทำให้ประชาชนมีเสรีภาพเพิ่มขึ้น เพื่อคงวิถี “สมมุติเทพ” ราชวงศ์จึงต้องด้อยค่าระบบสวัสดิการสังคม โดยการบิดเบือนป้ายสี จากเบื้องบน ว่ามันเป็นภัยต่อความมั่นคงของชาติ ดังนั้นประเทศไทยจึงยังคงอยู่ในวิถีจารีตศักดินาชนชั้น ที่มีความเหลื่อมล้ำระหว่างคนรวยและคนจนสูงสุดประเทศหนึ่งในโลก ในศตวรรษที่ 21 ในขณะที่ประเทศเพื่อนบ้านดิ้นหนีความยากจนไปได้มากขึ้นเรื่อยๆ ประชาชนชาวไทยจำนวนมาก ยังคงอยู่อย่างอดยากยากจน สิ้นหวังไร้ที่พักพิง ผู้คนฆ่าตัวตายปีละหลายพันคน มีผู้คนนอนตายริมท้องถนน จนเป็นภาพที่เศร้าสะเทือนใจยิ่ง ราชอาณาจักรไทยสามารถตกต่ำได้ถึงเพียงนี้เป็นเพราะสถาบันกษัตริย์
ที่มาแห่งความอดสูนี้ก็ต้องขอเน้นย้ำว่า เป็นเพราะภายใต้ 70 ปีแห่งรัชสมัยกษัตริย์ภูมิพลและ 4 ปีภายใต้กษัตริย์วชิราลงกรณ์ ประเทศไทยปกครองด้วยวิถีทหารของพระบาทสมเด็จพระเจ้าอยู่หัว ที่คณะรัฐบาลส่วนใหญ่มาจากทหารของกษัตริย์ ด้วยข้ออ้างแบบกะทิบูดว่า ประเทศไทยเป็นดินแดนพิเศษแห่ง “ประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข” ที่ฐานะกษัตริย์ตกถอดต่อไปทางสายเลือดแห่งจักรี ที่มีเป้าหมายเดียวคือ: เพื่อการปิดบังอำพรางระบอบเผด็จการ
ผู้ปกครองประเทศไทย มักจะมาจากเผด็จการที่ได้รับการรับรองจากกษัตริย์ ที่ได้รับการปกป้องอย่างแน่นหนา โดยเฉพาะรัฐธรรมนูญที่เขียนว่า “อันล่วงละเมิดและฟ้องร้องในทางใดๆ มิได้” และด้วยกฎหมายหมิ่นพระบรมเดชานุภาพ และกฎหมายความมั่นคงแห่งราชอาณาจักร “อันเป็นหนึ่งเดียวผู้ใดจะะแบ่งแยกมิได้”
ความอดสูที่ประจักษ์แจ้งนี้ ก่อกำเนิดจากความเห็นแก่ประโยชน์ส่วนตนของทั้งกษัตริย์และนายพลทหาร ที่ใช้กุศโลบายและการอัดฉีดงบประมาณจำนวนมหาศาลไปกับการเลี้ยงดูตัวเอง และโหมโฆษณาชวนเชื่อ ให้ประชาชนหลงเชื่อว่า กษัตริย์มีความสำคัญยิ่งกว่าระบอบประชาธิปไตย สำคัญยิ่งกว่าสวัสดิภาพของประชาชนทุกคน ทั้งคนรักเจ้าอภิสิทธิชนและนายทหารระดับสูง ได้ผลักดันนโยบายมากมายเพื่อหลอกลวงประชาชนว่าความมั่นคงและมั่งคั่งของกษัตริย์คือความมั่นคงของชาติ ทั้งกษัตริย์และทหารบรรจุวาระแห่ง “ปรัชญาเศรษฐกิจพอเพียง” (ออกแบบโดยภูมิพล) เพื่อปลูกฝังความเชื่อให้ประชาชนอยู่พึงพอใจว่าความยากจนของพวกเขาเป็นความจำเป็นเพื่อให้กษัตริย์ที่ดีเลิศจะช่วยรักษาชีวิตพวกเขาได้อย่างพอเพียง
ระบบเผด็จการซ่อนรูปภายใต้คำลวง “อันมีกษัตริย์เป็นประมุข” ดำรงไว้ซึ่งระบอบศักดินาที่ปฏิเสธความจริงที่ว่า คนทุกคนเกิดมาเท่าเทียมกัน: เป็นระบบที่อยู่ในวงจรของคำสังให้กองกำลังทหาร ตำรวจ และกองกำลังรักษาพระองค์ กระทำการอย่างโหดเหี้ยมป่าเถื่อนต่อประชาชนทุกกลุ่ม โดยเฉพาะผู้ที่รักประเทศและกล้าพูดความจริง พวกเขาสังหารผู้คนมากมายที่ใช้ชีวิตต่อสู้เพื่อการพัฒนาประเทศชาติให้เจริญรุ่งเรือง
จะกล่าวได้ว่า นับตั้งแต่รัฐประหารภูมิพลในปี 2500 ที่ส่งจอมพลสฤษดิ์ขึ้นสู่อำนาจ ประเทศไทยตกอยู่ในสภาวะไร้เสถียรภาพทางการเมือง เศรษฐกิจ และสังคม และสูญเสียโอกาสแห่งการพัฒนาทัดเทียมกับอารยะประเทศ ด้วยเหตุผลเดียวคือ เผด็จการกษัตริย์ มีความหวาดกลัวว่าความเจริญรุ่งเรืองจะทำให้ประชาชนปีกกล้าขาแข็ง จนสามารถลุกขึ้นยืนตัวตรง และตระหนักรู้ตัวว่าพวกเขาไม่ใช่เป็นสัตว์เลื้อยคลานที่ไร้กระดูกสันหลัง ที่ไม่จำเป็นต้องลดทอนศักดิ์ศรีความเป็นคนให้เป็นเพียงฝุ่นใต้ฝ่าละอองธุลีพระบาท ที่ไม่จำเป็นต้องก้มหัวกราบกรานทุกผู้คนในพระบรมราชูปถัมภ์เพื่อความอยู่รอด
ราษฎรทั้งหลาย พวกเราชาวไทย 70 ล้านคน ถูกขัดขวางโอกาสในการวางรากฐานระบบรัฐสวัสดิการที่ดูแลประชาชนทุกคนอย่างถ้วนหน้าเท่าเทียมกัน ไม่รู้กี่ครั้งต่อกี่ครั้งแล้วที่โอกาสเหล่านี้ถูกขจัดทิ้งไปด้วยวิถี “ประชาธิปไตยภายใต้กษัตริย์” มีกลุ่มบุคคลเดียวที่มีหลักประกันความมั่นคงในชีวิต ซึ่งก็ได้แก่ลูกจ้างรัฐ 2 ล้านคนที่ได้รับการเรียกขานว่า “ข้าราชการ” พวกเขามีหลักประกันชีวิตอย่างมั่นคง มั่งคั่ง และยั่งยืนตามยุทธศาสตร์ชาติ 20 ปีของเผด็จการประยุทธ์
ร่วม 90 ปีแล้วที่ประชาชนชาวไทยสูญเสียโอกาสในการปักหมุดหมายและวางรากฐานการเมืองประชาธิปไตย เราจะไม่ยอมสูญเสียโอกาสแห่งการเจริญรุ่งเรืองให้กับสถาบันเดียวเท่านั้นอีกต่อไป
คณะราษฏรแห่ง พ.ศ. 2564 จึงขอนำหลักการ 6 ข้อ ที่ประกาศเมื่อวันที่ 24 มิถุนายน 2475 ให้มาเป็นอุดมการณ์ของการพัฒนาของชาติอีกครั้งหนึ่ง:
ประชาชนชาวไทยที่รักทั้งหลาย ตลอดสี่ปีที่ผ่านมา กษัตริย์วชิราลงกรณ์ ได้แสดงให้เห็นเพียงแค่ความละโมภและเห็นแก่ตัว ใช้อำนาจโดยไม่สำนึกรับผิดชอบตามพระราชอัธยาศัย ใส่ใจแต่ความเกษมสำราญและการได้รับความสะดวกสะบายอย่างสูงสุด อีกทั้งยังสะสมกองกำลังทหารจำนวนมากจนเป็นภัยคุกคามต่อสวัสดิภาพของประชาชน ที่นับวันจะยิ่งนำพาประเทศย้อนคืนสู่วิถีสมบูรณาญาสิทธิราชย์เท่านั้น
มันถึงเวลาแล้ว ที่ประชาชนชาวไทยจะปลดปล่อยตัวเองจากกษัตริย์และนายพลทหาร และสถาปนาระบอบสาธารณรัฐที่ยึดมั่นในหลักการแห่ง เสรีภาพ เสมอภาค ภารดรภาพ สิทธิมนุษยชน และความยุติธรรม ตามหลักการแห่งปฏิญญาสากลว่าด้วยสิทธิมนุษยชนของสหประชาชาติ เพื่อความเจริญรุ่งเรือง ความอยู่ดีมีสุขของประชาชนอย่างถ้วนหน้าเท่าเทียมกัน ภายใต้การบริหารของผู้ปกครองที่มาจากการเลือกตั้งโดยตรงของประชาชนเท่านั้น
ขอให้ประชาชนชาวไทยร่วมต้านเผด็จการ และร่วมต่อสู้เพื่อประชาธิปไตยของประชาชน โดยประชาชน เพื่อประชาชน
มาร่วมกันหยุดระบอบเผด็จการกษัตริย์

BERLIN DECLARATION – for Thai People everywhere
On 24 June 1932 Khana Ratsadon – The People’s Party proclaimed the end of absolute monarchy in Siam, and thereby also the end of 150 years under the direct rule of Chakri monarchs. King Prajadhipok submitted, saying that he had always favoured a constitution! The very first constitution of Siam, stating that “the highest power belongs to the people”, had six leading principles:
to maintain securely the independence of the country in all forms including political, judicial, and economic . .
to maintain public safety within the country and greatly reduce crime . .
to improve the economic well-being of the people by the new government finding employment for all, and drawing up a national economic plan, not leaving the people to go hungry . .
to provide the people with equal rights (so that those of royal blood do not have more rights than the people as at present) . .
to provide the people with liberty and freedom, as far as this does not conflict with the above four principles . .
to provide the people with full education.
But Prajadhipok did not favour the principles of liberty, equality and democracy, almost immediately he was indicating openly that he wanted power returned to the monarchy. In 1950 King Bhumibol stated “I shall reign in righteousness for the benefit and happiness of Siam people”, and in 2019 his son Vajiralongkorn vowed the same, but for the great majority of Thai people the evidence of the last 89 years, especially the last 4 years, proves, conclusively, that the Chakri monarchy has no real intention of accepting the Universal Declaration of Human Rights (ratified by the state in 1948) and is not real will to work under a constitution and the principles of democracy.
Thai people are feeling deep humiliation and rage as they become that Vajiralongkorn considers himself above the law, above the principles of human rights and above taking their social welfare seriously. They are disgusted by his vicious greed and his focus on using his position to increase and consolidate his personal wealth and power and that of the monarchy.
For a far too long time the Chakri monarchy has been playing the key role in stifling and blocking our pathways to genuine democracy. Precisely because the implementation of social welfare increases people’s liberty, our divine monarchy works to hinder social welfare by finding ways to label it, from above, as a threat to national security. Thus has Thailand remained a feudalist state, where the level of disparity between rich and poor is one of the worst in the world. In the 21st century, while neighboring countries have gradually pulled themselves from poverty, the majority of Thais still live in destitution without hope. Every year many thousands commit suicide while homeless people die on the streets. Thailand has sunk to this level because of the monarchy.
It must be reiterated and underlined that this shameful state comes as a result of 70 year of King Bhumibol and 4 years of Vajiralongkorn. Thailand has been governed, almost constantly, by the king’s military men. The stale narrative that Thailand is a special place governed by a special system of “Democracy with the King as Head of State” and that the role of Head of State must pass along the divine bloodline of Chakri kings has one purpose only: to obscure the face of despotism.
Those in government come largely from juntas that have been certified by a king that is wholly protected by specific, constitutional wording that “. . he shall not be violated or exposed to any sort of accusation or action . . ” and by the laws of lese majeste and by the laws of ‘national security’ protecting the kingdom “which is one and cannot be divided.”
Thailand’s shameful state today stems directly from the selfishness of the monarchy and military commanders accustomed to being able to expend massive amounts of public money for their own gain. Their propaganda is aimed at making people believe that worshipping the king is more important than believing in the well-being of the people and furtherance of democracy. The royalist, military elite use dedicated propaganda to decieve people into imagining that the security of the Chakri throne means security for the nation and thereby, by default, their own. The monarchy and military propagate their own “Sufficiency Economy Philosophy” (conjured by Bhumibol) to indoctrinate people with the thought that their poverty is the price of having such a magnificent king to keep them sufficiently safe.
Hidden beneath the phrase “ . . with the king as a head of state” is a complete system of feudal dictatorship that denies humans are born equal: a system that revolves around commands to army, police and King’s Guard to place “protecting His Majesty” above all, to subjugating everybody with brute force, especially patriots who dare to speak the truth, and to eliminating, as found necessary, those who fight for justice and prosperity for all.
Ever since the coup of King Bhumibol in 1957 that put Field Marshall Sarit in power, Thailand has been falling deeper into an ever deeper whirlpool of political, economic, and social chaos, wasting huge potential, opportunity after opportunity, to rise and match the advanced countries, every single time because of being forced back and down by the royal dictatorship. The monarchy fears that advancing the prosperity of the people will make the people strong enough to stand up straight and realise they have a backbone, that they do not need to denigrate their dignity grovelling at the feet of a crazy king, that they are not “dust under the feet” of anybody, that they do not need to bow and scrape to the ‘servants of the king’ serving the royal bureaucracy.
All Thai people, all 70 million of us, have been denied the opportunity to lay the foundations of a welfare state that looks after its citizens, one and all in an equal manner. Time after time our opportunities have been wiped-out, vanished, obliterated by ‘democracy under monarchy’. The only group of people who have ever had a guaranteed stable life are the two million privileged employees of the state: the ‘servants of the king’. They are also the only group that is guaranteed to benefit from the appalling spectre of the ’20-year National Sufficiency Economy Strategy’ being pushed by General Prayuth – the puppet dictator of our current king.
For near to 90 years Thai citizens have had and lost their opportunities to pin down for themselves the meaning of democracy.
Never again will we the people relinquish our rights to the monarchy.
Dear Thai people . . the People’s Party of 2021 will revitalise the text and principles contained in the Announcement of the end of absolute monarchy on 24 June 1932 and build them into the foundation of our national development strategy:
Thai people, loved ones, throughout the past four years, King Vajiralongkorn has displayed only greed and selfishness. He has used his power with no feeling of responsibility. He only cares about pleasure and receiving the highest levels of luxury. He has also gathered a large number of troops which are a threat to the welfare of the people. With every passing day, this takes the country farther back towards absolute monarchy.
The time has come for Thai citizens to protect themselves from the king and the military generals, and establish a republic that holds fast to the principles of freedom, equality, respect for human rights, and justice according to the principles of the United Nation Universal Declaration of Human Rights, for the prosperity and wellbeing of the all the people equally, under the administration of governors who come directly from elections.
May the Thai people come together to oppose the dictatorship and join in fighting for a democracy of the people, by the people, and for the people.
End the king’s dictatorship!
